Because they evaluate systems, not individual competence.<\/p>\n\n\n\n<p>A verbal explanation like \u201cwe do have an environmental policy\u201d is meaningless unless:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>it is formally documented,<\/li>\n\n\n\n<li>properly approved, and<\/li>\n\n\n\n<li>communicated internally.<\/li>\n<\/ul>\n\n\n\n<p>If there is no evidence, evaluators conclude there is no system. Information scattered in personal inboxes or memories has zero value in external reviews.
